The purpose is to clear all material from the inside of the bounding edge and the bounding edge itself. If there is no overlap on the outside then it behaves as Face To Outside.

The purpose is to clear all material from the inside of the bounding edge, the bounding edge itself, and in the vicinity of the outside corner. If there is no overlap on the outside, the cut progresses to the outside of the bounded member.
