Specifies that P is used instead of maximum allowable working pressure (MAWP) when calculating hydrostatic test pressure on vessels according to code paragraph UG-99(b). The equation would normally be:

Test Pressure = 1.5 * MAWP * Stest/Sdesign (for A-98 Addenda)
or
Test Pressure = 1.3 * MAWP * Stest/Sdesign (for post 2001 edition of ASME VIII Division 1)

The code, in note 32, states that the MAWP can be assumed to be the same as the design pressure when calculations are not made to determine the MAWP. This allows for lower test pressures. This option is not selected by default and should be used with caution.
