To create users:

From the Azure portal home page, go to Azure Active Directory.

Select Users from the left pane, select New User, and then Create New User.

In the Create new user page, specify the details in the following mandatory fields:

Enter the name in the User principal name field.

Enter the Mail nickname, or select the checkbox for Derive from User principal name.

Enter the Password.

Select the checkbox for Account enabled.

Go to Properties tab and specify the following mandatory fields:

In the Identity section, enter the first name, last name, and select the user type

In the Job Information section, enter the company name
-
In the Contact Information, enter the City name and Email address
-
-
Click Review + create. The user is created successfully.
