EAM-56052 MP0619_SyncDepartment_001 - Web service allows update of the Organization field.

 Description 

Importing an existing Department to a new Organization will over-write the current Department/Organization.

1. Import departments to an organization using the Import Utility. This works.

2. Import the same department code to a different organization using the Import Utility. The import utility allows this.

3. It basically over-writes the existing Departments that were part of ORG1. They no longer show within EAM. Only the latest Departments to ORG2 exist.

4. In the front-end GUI, if you attempt to add a department that currently exists to a new Organization, EAM will not allow it.

Actual: New imported Departments to existing Orgs are over-written.

Expected: This should error in the Import Utility interface and not be allowed to be created in EAM.

h4. Note from MvW to DEV/QA

This issue was found and can be reproduced with the Import Utility.

I attached my spreadsheet to the Jira.

Just add a department XYZ in Organization ABC. Then run the same spreadsheet again for the same department but now attached to another Organization. The Import Utility will now attempt to do an update (sync web service) and succeeds. This is the error. Updating the Organization should be prevented.
