EAM-55624 Work Order | Book Labor - User selects 'All Equipment' the transactions are still being booked to WO Header Equipment

 Description 

Steps to Reproduce:

1. Org Option WOCSTMEC set to 'WO'

2. Work Orders - Create a work order with required fields populated

3. Children - Add 3-4 Child Equipment

4. Book Labor - Change Equipment to All Equipment and populate required fields and save

Actual Results: Labor record is booked to WO Header Equipment even though All Equipment was populated and submitted

Expected Results: Labor record is booked to All Equipment.
