The web application uses the default configuration when a group is not specified. The web app will be able to pull licenses from the keystores in the default configuration.
You can set a default configuration:

On the Licensing Portal, select Configure ISL > Web App Configurations.

Enter your company.

Select SET DEFAULT CONFIGURATION.

Select a configuration from the Configuration box.

Select UPDATE.
