  1. As a Smart Materials administrator, I need to set up the Smart Materials Portal for suppliers and contractors.

  2. As a procurement manager, I need to set up the company profile and qualifications questionnaire for potential/prospective suppliers and contractors.

  3. As a supplier or contractor, I need to request access to the Smart Materials Portal, providing basic company information for consideration.

  4. As a member of the procurement team, I need to verify basic company information for suppliers and contractors requesting access to the Smart Materials Portal. If validated, I need to grant the company access so that they can provide further information.

  5. As a supplier or contractor, I need to submit answers to the company profile questionnaire via the Smart Materials Portal.

  6. As a member of the procurement team, I need to review the submitted company profiles.

  7. <decision point> As a member of the procurement team, I need to approve or reject the company profile. Rejected companies are notified via email and will not be considered further.

  8. As a supplier or contractor, I need to submit the company qualifications and material/work group information.
