The first step in the inquiry cycle is to assign the name of the buyer responsible for the inquiry to the related requisition or group of requisitions. This action can only be done by users who have the ASSIGN BUYER privilege, usually the procurement manager. Requisition supplements higher than 0 (zero) are automatically assigned to the buyer assigned to requisition supplement 0, when the project default ZP_INH_BUY is set to Y (default). If this project default is set to N, the buyer must be assigned manually on higher requisition supplements. The procurement manager can manually change that buyer. Only those users with the BUYER privilege can be selected as the buyer.

To assign a buyer and create inquiries, use the P.30.01 Requisition Workload screen.

This screen is a core workflow screen. For more information, see Core Workflow Screens.

At the top of the screen the Context field is shown. You can double-click in the field to open the A.60.61 User Preferences screen, where you can view and change your preferences settings. The setting for P.30.01 can be changed in the ER Workload Display Context field.

The available options are listed below.

(Default) All ERs (Engineering Requisitions) assigned to the user and not yet purchased can be seen.

All ERs not yet purchased will be shown. You must own the ASSIGN BUYER privilege to select this value for the context.

Partially Inquired

Only ERs whose line items have not been placed completely on an inquiry are displayed.

Completely Inquired

All ERs whose line items have all been placed on an inquiry are displayed.

Partially Purchased

Only ERs whose line items have not been purchased completely are displayed.

Completely Purchased

All ERs whose line items have been purchased completely are displayed.

No Buyer Assigned

Only ERs without any buyer assigned are shown. This context can only be selected if you have the ASSIGN BUYER privilege assigned.

Incomplete on Issued Inquiries

If at least one line item of an engineering requisition cannot be found on any inquiry (although it has been released to procurement), the corresponding ER will be shown in the requisition workload; that is, those ERs for which either the Assign Partly check box is checked or for which none of the Assign Partly, Assign Comp, PO Partly, and PO Comp check boxes are checked are displayed.

POs Issued Incompletely

All ERs whose line items cannot all be found on a purchase order or a notice of commitment are displayed. In other words, those requisitions for which the PO Comp check box is not checked but either the Assign Partly check box or Assign Comp check box is checked are displayed.

Revised Reqs

Engineering requisitions with supplement 0 that may only be used for inquiries can be revised by an MTO job. Inquiries already exist for these ERs and can be updated. When selecting this context, only revised, inquiry only requisitions are displayed.

No Activities

All ERs for which no inquiry and no order have been released so far, not even partially, are displayed.

Full

All ERs that have been released to procurement are displayed. You must own the ASSIGN BUYER privilege to be allowed to select this value. In this case, the display does not depend on whether an inquiry or an order has been released or not.

In this context, 'purchased' has the following meaning: If a requisition can only be used for inquiry, it is considered as being purchased if all line items can be found on a blanket order. If a requisition can also be used for purchasing (Purchase check box checked), it is regarded as purchased if all line items have been placed on a purchase order or a notice of commitment.

SHARED Tip To restrict the displayed requisitions so that the buyer will only see those assigned to him, set the user’s display context to OWN and remove the A.60.61 User Preferences from his role. That prevents him from changing the display option.

The requisitions that appear on P.30.01 depend on the setting of the display context. The view on the requisitions can further be restricted by sections that have been assigned either to the user on the A.20.06.02 User Securities for Projects screen in the Section field or to the user's role on the A.30.03 Roles/Menus screen on the Sections tab.

If no sections are assigned to the user securities or the user’s role, all requisitions are displayed because a section assigned to a requisition is not considered. If a section is assigned to the user securities, you can only see requisitions that have been assigned to that section or that have no section at all. Any sections assigned to the user’s role are disregarded. If no section is assigned to the user securities but sections are assigned to the user’s role, you can only see requisitions that have been assigned to that section or that have no section at all.

Users with the ASSIGN BUYER privilege granted can see all requisitions; other users can only see their ‘own’ requisitions, which means where they are assigned as Buyer.

By default, the requisitions are displayed ordered by project, date of release to procurement (youngest date on top), requisition, and supplement. To change the sort order, use the Order By … button at the bottom of the screen.

If you have the MULTI PROJECT privilege granted, the requisitions of all projects you can access are displayed. Without this privilege, only the requisitions of the login project are shown. The project is displayed in the Project field. To show only requisitions of one project, click Enter Query, enter the project in the Project field or select it from the LOV, and click Exe Query. For requisitions of projects other than the login project, you can only assign a buyer (just with the ASSIGN BUYER privilege granted) or a section or set the Proc Acknow date. Nothing else can be done with these requisitions. For requisitions of other projects, the fastcalls to other screens via double-click and the Inquiry Cycle and Agreement Cycle buttons are not available.

The requisition number is shown in the Engineering Requisition field. If the requisition has been created manually by engineering and not by an MTO job, the background color of this field is set to cyan. If the requisition has been created because the type of a manually created agreement has been switched, the background color is set to red. You can double-click in this field to call the R.30.11 Requisition Cross Reference screen.

The Suppl field shows the supplement of the requisition.

The Purchase indicator shows whether this requisition can be used for both purchasing and inquiry or only for inquiry. If this check box is not enabled (inquiry only requisition), the requisition can only be used for creating an inquiry, a blanket order, or a master agreement. If this check box is enabled, you can create an inquiry and all kinds of orders or subcontracts for the requisition.

Furthermore, the Origin, the MR Rev and the SR Rev values of the requisition are displayed.

If the Split indicator is selected, this requisition has been split on several inquiries.

If the Assign Partly indicator is selected, at least one line item of this requisition is assigned to an inquiry, but not all. In case of an inquiry only requisition, this check box is also enabled if any requisition line item has been placed on a purchase requisition. This can be done by selecting the Create PO Req option, which is available when you click the Inquiry Cycle button if for any predecessor of the selected inquiry requisition, procurement has already created a purchase requisition.

If the Assign Comp indicator is enabled, all requisition line items are assigned to an inquiry.

The PO Partly indicator is set if at least one line item of the inquiry only requisition can be found on a blanket order. If the requisition can be used for purchasing, this check box is enabled if at least one line item has been placed on an agreement (except for blanket order and master agreement).

The PO Comp indicator is set for inquiry only requisitions if all requisition line items have been placed on a blanket order. In case of requisitions that can be used for purchasing, this check box is enabled if all line items can be found on an agreement (except for blanket order and master agreement).

In the Buyer field, you assign the responsible buyer to this requisition. Select the buyer from the LOV. The LOV shows all users who have access rights to the project of the requisition and the BUYER privilege granted.

The user who created the requisition is shown in the Originator field. The requisition buy cycle is displayed in the Buy Cycle field. The Rel to Proc field shows the date when the requisition was released to procurement.

The date the requisition has been acknowledged by procurement is shown in the Proc Acknow field. This date is set with the current date when you assign the buyer to the requisition, or you can select the date from the LOV.

If the TE Rqd indicator is enabled, a technical evaluation is required for the requisition. All requisition line items that have to be evaluated technically have passed the technical evaluation if the TE Comp indicator is checked.

The date when the bid must be received by procurement is shown in the Bid Due Date field.

If the original bid due date has been revised, this revised date is displayed in the Rev Bid Due field.

The material/work group assigned to the requisition is displayed in the Matl/Work Group field.

As explained earlier, the view on requisitions can be restricted by sections assigned to requisitions in the Section field.

If a blanket order (BO) is assigned to the requisition, the BO number is shown in the Blanket Order field. BOs can only be assigned to requisitions of type Order. Updates are not allowed here if any requisition line item has been purchased or if it is an inquiry only requisition. Double-click in the Blanket Order field to open a new window where you can assign multiple blanket orders to the requisition. If more than one blanket order has been assigned, the Blanket Order field is displayed with magenta background color.

If a master agreement (MA) is assigned to the requisition, the MA number is shown in the Master Agreement field. MAs can only be assigned to requisitions of type Subcontract. Updates are not allowed here if any requisition line item has been purchased or if it is an inquiry only requisition. Double-click in the Master Agreement field to open a new window where you can assign multiple master agreements to the requisition. If more than one master agreement has been assigned, the Master Agreement field is displayed with magenta background color.

The NOC indicator is checked if any requisition line item can be found on a notice of commitment (NOC).

If at least one requisition line item has been placed on a blanket order or master agreement, the BO/MA Partly indicator is enabled.

The BO/MA Comp indicator is checked if all released requisition line items can be found on a blanket order or master agreement.

The description of the requisition is displayed in the Requisition Description field at the bottom. To view the attachments of the requisition, double-click in this field. The D.90.21 Attachments screen opens. For more information, see Attachments.
