Before module-related license seat check-out, first it is checked if the project dependent quotas are intact. This is done inside the database without touching ISL. Project licenses are database-related, because it is unlikely that the same project is spread over different databases. Of course, clustered configuration with multiple nodes is covered in this concept.

If the project quotas are crossed, the MAR-10155 message appears (see You get an Error Message). The license check stops, and a seat is not pulled from the license pool. In the old licensing feature, project dependent seats were checked after the availability of a seat in the license text was verified. This order was changed for SBCS, because due to performance, a seat should not be pulled from the keystore when it might turn out that the seat is not in the project pool.

The project dependent quotas are optional, but they are a subset of the company licenses purchased from Intergraph. That means, the maximum number of project dependent seats is limited by the overall number given in the keystore(s). For example, if you allow 20 seats of SPRD license for project A, but the assigned keystore(s) only have 16 seats available currently, it will not allow more than 16 connections as this is the maximum number of license seats in the license pool.
