Dedicating a keystore to a specific database can be done in three ways:

Use the second option described in Customer Hosted Licensing Configuration.
This will only work if the usernames in both databases are different.
The ISL project names will be reported in the logfiles instead of the Smart Materials project names.

Admin enters a database-wide license project name in the Keystore field on A.60.81. License Admin can then assign another project to his client config, which points to another keystore than the fallback project does. Make sure that the value in Keystore matches the name of the new project in the client config.

Install a dedicated license webservice for each database. Attached is one ISL client each and the cci files can be tailored to access the required keystore.
