In the course of your design work, you can create new rules to add to an existing rule base, or you can modify the rules delivered with Smart P&ID Rule Manager. You can do something as simple as add a description to a rule or something as complicated as creating an entirely new rule to govern a special relationship between two very specific items in the reference data.
You must have appropriate use access privileges to copy rules, create new rules, and modify rules extensively before you can create an entirely new rule base.
Use Add Rule 
to create an entirely new rule, or use Properties 
to modify an existing rule.
If you are using a Workshare environment, do not create, modify, or delete rules
at a satellite site.
