As already noted, not all classification trees need to have related Enum hierarchies, only those that are used for SmartPlant integration. When they are to be used for SmartPlant integration, there is a simple utility in the Desktop Client called the Generate Class Tree Wizard used to generate all of the branches of the tree from the Enum hierarchy.
