A form's sections can be managed in the Desktop Client through the Manage Related Items dialog box. This dialog box can be used to create, update and re-order sections, terminate relationships, and delete sections.
To manage a form's sections

Right-click the form object, and click Manage Sections on the shortcut menu. The Manage Related Items dialog box is displayed.
