Changes made to any relationship or edge definition are available to the entire system. However, the access to a relationship or edge definition shortcut is controlled by access groups. If a user does not have a role associated to an access group on a relationship definition, the relationship definition shortcut does not appear to that user.
Access control can be granted to a user based on which end of a relationship or edge definition is set on the user's role. For example, if the user is on the document end of a DEVDocumentTag relationship, that user will see the tag shortcut. If the user has access to the starting end of an edge definition, that user will see the shortcut to the end object, because edge definitions are unidirectional.

Users will not see shortcuts if they are not available for an object. For example,
the DEV tag classification relationship is not available on a design document.
