  1. Copy Oracle Application Express to c:\tmp.

  2. Extract apex_24.1.zip to your hard drive.

  3. Create a folder <apache_home>\webapps\i.

  4. Copy the contents of the <apex directory>\images folder to <apache_home>\webapps\i\ folder.

  5. Extract Patch: p36695709__24.1_Generic__PSE BUNDLE FOR APEX 24.1 (PSES ON TOP OF 24.1.0)

  6. Copy the contents of the <apex_patch_directory>\images folder to <apache_home>\webapps\i\ folder.
