You must copy the tnsnames.ora and sqlnet.ora files from the database installation folder to the client installation folder.
As shown below, copy these files from %Oracle_DB_InstallFolder%\NETWORK\ADMIN folder to the Oracle client installation folder: %Oracle_Client_InstallFolder%\NETWORK\ADMIN.
