You can configure the Oracle wallet in a two-step process:

Download the SSL Certificates

Create a wallet using the Oracle Wallet Manager.
Download the SSL Certificates
To download SSL Certificate, do the following:
You must download SSL certificate for both topic URL and Token Issue URL

Open the topic URL in any browser.

Select the Lock icon.
You will navigate to Connection Secure page.

Select the Certificate icon.
-
Select the Details tab and then select Export.
Certificate starts downloading.
Repeat above 4 steps for downloading the certificate for the Token Issuer URL.
Create a wallet using Oracle Wallet Manager
To create a wallet using Oracle Wallet Manager, do the following:

Open Oracle Wallet Manager.

Select New. To create a default wallet directory, select Yes, and to continue, select Yes.

Type the wallet password and then reconfirm the password.

To create a Certificate request, select No.

To import the certificates, select the empty certificate, and then select Operations > Import Trusted Certificate.

Select the option Select a file that contains the certificate, and then select OK.

Navigate and select the certificates from the certificate folder, and then select Open.
The certificates are added to the Trusted Certificates list.Select both certificates.

Save the Oracle Wallet on a machine where the PL/SQL code can access the wallet.
To enable auto-login, select Wallet, and then select Auto-Login.
After configuring the Oracle Wallet, to use it, provide the Oracle Wallet path and password in the following DBA settings:

Set wallet path in DBA setting , and provide the path format file as "file:<filepath in db server>".

Set wallet password in DBA Setting .
For Auto-login, wallet password is not mandatory.
