The database sections of the Services page appear after you choose your configuration.
The Services page has sections for configuring several different components, so this Quick Guide has a checkpoint for each group of sections.
What happens now
You configure the following for the API configuration database:

Connection details - The details of the database

Admin credentials, if necessary - The credentials used to add the tables to the database and, if the database does not exist, create it

Authorization credentials - The credentials used to connect to the database
Good to know

A database cannot be shared across multiple web configurations. (One database can host configuration for one set of Plant and Admin APIs.)

Both APIs will use the same database for configuration information.

You only need to provide admin credentials if the database is new or has not been used to store API configuration in the past.

The authorization credentials are:

Stored in the database, where the password is encrypted

Only used by the API components
-
Only used to access API configuration information

Not used to access the Smart 3D databases (the normal Smart 3D access mechanisms are used for that)
