You do not need to load any Microsoft SQL Server software if you are using Oracle as your database platform. Continue to Installing and Configuring Oracle Server Software.
You need Microsoft SQL Server Client if:

The computer is an administrative workstation.

You plan to run Project Management on the computer.
You do not need to install Microsoft SQL Server Client if the computer is used for general design work (piping, HVAC, and so forth). However, you must Install Microsoft SQL Server 2012 Native Client on these computers.
There are internationalization considerations concerning the SQL Server collation settings you specify that relate to reference data, using SmartPlant Enterprise integrated systems, Global Workshare Configuration, multiple locales, backup/restore, reports, and upgrading to future releases. Please contact Customer Support for specific configuration questions.

Start the Microsoft SQL Server setup program.

From the Planning page, select System Configuration Checker to check for prerequisite applications and identify potential installation problems. You might have to restart your computer if any prerequisite applications were installed.

Click Installation, and then select the New SQL Server stand-alone installation or add features to an existing installation option.

Enter your SQL Server 2019 product key provided by Microsoft, and click Next.

Accept the license terms, and click Next.

On the Microsoft Update page, check Use Microsoft Update to check for updates based on your company's policy. Click Next.
Wait while the SQL Server Setup files are installed on the computer.

After the setup files are installed, review the results for any failures that must be fixed before you continue. Click Next.

Select the Client Tools Connectivity feature.

When you get to Installation Rules, make sure all operations have passed.

From Ready to Install, click Install.
Wait for installation to complete.

Click Close.

On the Installation page, click Install SQL Server Management Tools.

Download and install SQL Server Management Studio from the MSDN web site.

Download and install Microsoft Command Line Utilities 15 for SQL Server (x64).
The Microsoft Command Line Utilities are required on computers running SQL Server Management Studio. This utility was previously installed as part of SQL Server Management Studio in previous versions. However, in newer versions of SQL Server Management Studio, Microsoft removed this utility from the setup, which is why this separate installation in now required.
This separate installation is not required on the database server because the Microsoft Command Line Utilities are installed with Microsoft SQL Server.
