You can publish documents to specific owning groups from the Publish dialog box. You can publish to any owning group, regardless of your user privileges to the owning groups. However, when retrieving, you can only retrieve documents for which you have proper owning group access. Even though you cannot retrieve documents for which you do not have appropriate owning group access, they are still displayed in the list but are disabled.
To gain access to these documents, the administrator can modify the relationship between the user’s role and the retrieve access group. With this relationship, the administrator can specify which owning groups are available to users in that role. For example, you can configure the owning groups in a way that allows a user to retrieve documents if they belong to the appropriate owning group or disables retrieve if they do not have access to the appropriate owning group.

The SmartPlantPublisher and SmartPlantRetriever access groups must be configured
for each user that needs to publish or retrieve in the data warehouse environment.
