SPFServerDisplayResources.Resx
Translations for the display text for the data model objects, including class definitions, interface definitions, property definitions, and so forth.

Copy the resx files to a folder location on your server.

In Server Manager, select the site node, and click Tools > ResourceGenerator.
You can also right-click the site node, and click Tools > ResourceGenerator.

In the ResourceGenerator window, select the Resource Files tab.

In the Generate Display Resource File section, click Connect.
The Resource Generator connects using the site's database connection details.

Click the browse button next to the Save schema Object Display Resource File box, and locate the SPFServerDisplayResources.Resx resource file in the folder location used in step two.
You may have to remove the Read-only option to overwrite the existing resx file.

Click Generate.
