The contractual compliance reviewer can:

View any markup layers associated with an action as view only in the Manage Markup Layers page.

Set a review action status to DRAFT REJECTED when any actions are not valid. Those actions are sent back to the consolidator for rework.
If the rejected actions are associated with a markup layer and that layer is selected to return to the contractor, warnings are given that the selected layer contains unapproved actions. If the compliance reviewer rejects any actions, the consolidator cannot issue the document review until the actions are resolved, deleted, or moved to a markup layer that is not selected to return to the contractor.

Set the document review action on a workflow path for reconsolidation by the consolidator.
