As a company or a contractor user, you can define a configuration-controlled distribution list with a list of recipients who are to be assigned a workflow step by the system or receive notifications. These lists come in handy while creating technical queries, actions, or transmittals.
To create an internal distribution list (From CC users):

Select the Internal Communication feature set, and click Create Internal Distribution List.

In the New Internal Distribution List screen, type a name and description, and select the users based on the organization.
To create an external distribution list (To CC users):

Select the External Communication feature set, and click Create External Distribution List.

In the New External Distribution List screen, type a name and description, and select the users based on the organization.

Any user with a business administrator role can view all the distribution lists related to a project.

A user who created the distribution list can update or terminate the list. Any user with a business administrator or global document control role can update or terminate a distribution list created by other users.
