The cb_settings table defines the sample constraints for each dispatch group. One row should be defined for each dispatch group to be processed by the Callback server.

TheCallback server attempts to find the agency/dgroup pair. If no agency/dgroup pair exists in
the cb_settings table, then any job in that agency/dgroup does not create a sample
callback list.
Callback supports Feeder based Agency/Dgroup for Automatic and Manual callback sample generation.
