The Mobile Transit app uses sync-enabled feature services that are published in an ArcGIS server environment. A GIS administrator will set up these services on an ArcGIS server.
Prerequisites:

GIS data must be stored in an enterprise geodatabase. Additionally, the resulting feature service must be sync-enabled.

Sync and Query permissions are the minimum permissions required. If any GIS data editing will be performed on the mobile device, then the appropriate permissions are required.

Secured feature servers and customer portals are supported.

Map services cannot be used.

It is recommended that the feature service have Sync permissions, even if the map will be used in online mode.
