All capital planning requests selected on this tab are included in the investment plan. The capital planning request selection is a multi-select option for your convenience. And you can enter data on this tab first, although limited to the priority override, the investment period override, invest early (years) and the user defined fields before you select capital planning requests. Any already entered data will be saved with the selected capital planning requests.

Most fields on this tab are directly derived from the capital planning request data like ROI %, estimated labor cost, estimated material cost, etc.

Following is a list of important fields on this tab, some of which are automatically determined.

  • Plan Priority - This number is automatically determined if you click the Calculate Plan Priority button. For capital planning requests this depends on the selection for CPR Priority Basis.

  • Priority Override - Enter this number if you do not feel the calculated Plan Priority does the equipment justice. The system will use the override is entered.

  • Investment Period - This number is automatically determined if you click the Refresh Investment Period button.

  • Investment Period Override - Enter this number if you do not feel the calculated Investment Period is the right one for the capital planning request. The system will use the override if entered.

  • Invest Early (years) - The number of years the capital planning request may be planned early relative to the provided investment period or investment period override.

The tab has the following buttons:

  • Calculate Plan Priority - When you click this button, the system will set the Plan Priority for all capital planning requests. This priority is a relative number between the selected capital planning requests and is only used to determine the sequence in which they are processed.

    The calculation uses the selected CPR Priority Basis from the investment planning header, so either NPV, ROI, IRR or the weight assigned to the capital planning request Priority field. The calculation method is like that of equipment and the results are also likely not continuous.

  • Refresh Investment Period - When you click this button, the system will recalculate the Investment Period as follows:

    • If Requested Appropriation Date is filled on the capital planning request and is in the future, then Investment Period is the difference between that date and the investment planning Start Date. The difference is then divided by 365 and truncated to an integer. If the calculated value is less than 1, the system will set it to 1.

    • Otherwise, if the Requested Appropriation Date is blank but the Appropriation Date is filled and is in the future, then use this date for the same calculation.

    • Otherwise, Investment Period is set equal to 1.

      Note that changes to the Start Date of the investment plan record will have impact on the calculated Investment Period here. Make sure you refresh your investment periods on this tab in that case using this button.

  • Delete All - This button will delete all equipment from this tab.

Although the system allows combining equipment and capital planning requests on the same investment plan, the calculation of the priority is only done within the context of equipment or capital planning requests. As a result, a capital planning request and an equipment with the same Plan Priority is purely coincidental and does not mean they have the same ‘value.’ In fact, a refurbishment of a bus with priority 453 may be much more important than a capital planning request with a priority of 10. The system however will treat the capital planning requests as more important in this case. Unless you use Priority Override for all equipment and capital planning requests it may be best not to combine equipment and capital planning requests on the same investment plan.
