Within HMS, all work orders must have a start date. This requires that all work orders created in EAM have the Scheduled Start Date populated on the work order or it will fail in the integration. Note, the EAM work order Scheduled Start Date is populated by default, but it can be blanked out which would cause a transmission failure in the integration.
