Work order activities that need to be dispatched can have qualifications attached to them. The system can be configured to allow those work order activities to be dispatched to ONLY those employees and crews that meet all the qualifications.
To enable this functionality, enable the WOQUAL installation parameter. This is an existing parameter that controls which employees show in the Employee lookup on the Schedule Labor tab for Work Orders. Therefore, this parameter will also control the qualifications validation performed on the GIS Map WO Dispatching screen.

Employee dispatched MUST have all qualifications necessary for the work order activity to be dispatched to it. Crews are handled differently. If all work order activity qualifications are met, in total, by the crew employees then the crew is qualified (i.e., every crew employee does not need to meet all qualifications).
