Visual Workflow emails - Visual workflows emails are sent in the locale which the user has last logged into EcoSys UI. If the user never logged in to EcoSys, the Default will be en-us.
Workflow emails– For All workflow email actions, emails are sent to the users who receive the email in the locale of the user who starts the action.
