Specifies the horizontal response magnification factor (β5), the product of the standard response magnification factor and the response compensation factor.

When a plastic response is expected for a strong earthquake, the natural period of the structure may move to a longer period. As a result, the response in a shorter period takes the maximum (peak) value for each response spectrum.
