For an object to be mergeable, it must exist at level 2 in the configuration hierarchy or lower. It is not possible to merge items into a Configuration Top.
For an item to be mergeable it must have a value of True for the property SPFMergableItem. This property is handled by the system automatically and cannot be changed manually. The property is set to True on the lower configuration item when the following conditions are met:

The item was claimed from a higher configuration.

The item was created at a lower configuration and its class definition is flagged as claimable.

The Prevent Merge Indicator is set from True to False and the class definition is flagged as claimable.
The property is set to False or a previous True value is terminated in the following situations:

The SPFPreventMergeIndProperty is set to True.

The item was created at a lower configuration and its class definition is not claimable.
The software interprets an uninstantiated property as False to prevent the creation
of unnecessary rows in the database.
